If arctic is a 4th mafia member here, then the Mafia lacks 1 vote and 1 voice, meaning that, among other things, they are very underpowered here in terms of sheer numbers.

Then maybe Arctic gives them something powerful?

Arctic isn’t even counted as a player. Jake is saying he doesn’t have even the basic player rights that a vanilla role would have, so why would he ever be a hidden wolf? He can’t vote and he can’t speak, he can only do things through Hippo so it makes zero sense for them to be opposite alignments.

I’m saying they can both be wolves or both be town.
