sentinel in this edition is in play to add an outsider exclusively when a pukka/vigor is in play
in effect, pukka is [+1 outsider] and vigormortis has no brackets

Honestly, Botc devs do have a “Ahh the ST will balance it themselves” kind of attitude, it’s super apparent in BMR where you can get 13 KP characters or get a game which lasts 2 years.
the storyteller is supposed to intervene in a lot of things to ensure a long and healthy game
