they legally cannot execute a cero mad person or a mutant unless they break madness or have both 50% or more of the votes and aren’t in a tie and are the highest voted player

Also RAW a tie should just lead to no-execution.
Because with normal BotC if you get someone on the block but then get the same amount of votes on another person, it’ll mean nobody is on the block x3
