The Cult Leader role is often likened to an Outsider because, given enough time, it will inevitably be locked in as evil.
But it also provides an extra win condition which can be taken as early as the first day, when it’s most likely to be good; and even when it’s not accepted, it can still confirm people as town each day. It needs a free win condition to be just barely a Townsfolk.
