Haruspex (the evil rolecop) adds Spartacus into the game, so in order to prevent being checked they might want to claim in order to register as another role. Other players can claim Spartacus to cover this up.
As well, certain roles run off the Spartacus mechanic, such as the Trumpeter or Centurion.
Spartacus doesn’t add Haruspex, they could just be in play by themselves. But if there’s a Haruspex there needs to be a Spartacus.

It’s just the name of an Outsider. Technically they could be turned evil by the Temptress or revealed as Hannibal, but otherwise yes.
