You can do 2 people whispers or group whispers, it’s allowed
all players just have to accept

You can whisper multiple players so long as everybody is present and approves it at once, yeah.
(This doesn’t apply to direct silent neighbour whispers, because they aren’t each other’s neighbours, yada yada— not very important.)
