The Drunk always believes themselves to be a Townsfolk. You might be thinking of Marionette, which is similar but could see any good character? Or maybe Puzzlemaster depending on your experimental foray experience.

This only specifically refers to the Drunk character though, Outsiders can absolutely be drunk/poisoned (malfunctioning) from any other unspecified source.
