For the statement to be useful it needs to assume something about the people it’s speaking to
I intend the statement towards people on this forum, but I also would use it with people who don’t consider themselves to have biases

so the statement would be most accurate as “everybody from a first world country who has interacted with numerous people from different races on different occassions all have racial biases”
