Often times there are or were distinctions but over time one fell into obscurity and the other became the defacto for both to the point where it’s not a mistake anymore. See comprise/compose, jealousy/envy.
Edit:
Oh a better example is semiannual and biannual. Semiannual strictly means twice a year, but biannual can now mean both twice a year and every two years.
