You also run into the issue where a lot of non-combat challenges a DM can hypothetically throw aren’t related to skill checks at all beyond the DM explicitly making it useful like puzzles
Also, from a DMing perspective
A lot of the most important skillchecks to succeed first try on are things like a perception check to see something dangerous before you act or a charisma related check to get out of a bind
For combat, rogues want their third stat of focus to be wisdom (in general) or charisma (for exactly the pirate subclass). But it’s a lower level of priority (15/15/14 is probably the best array there).
The point of this gobbledygook is to say that:
Rogue is only very mildly better at most skill checks than any other class. They can prioritize checks from different stats, sure. But they aren’t much stronger in the most important skill checks unless you pick a weird array or the game goes into very late levels.

other types of out of combat challenges that the DM can throw are helped or straight up solved by casters
Why would you ever have a rogue sneak ahead when you can cast Pass Without Motherfucking Trace and have everyone have a +10 to stealth on top of a background that gives stealth for even more stealth
