if you dont care if some of them slowly die: hold a lottery where every (consistent date) a person gets killed, and tell the prisoners it’ll eventually stop and everybody left alive will leave
if you want all of them alive, pay fake prisoners in there and tell them once a year somebody will be released if everybody behaves. release the fake ones only.
