They make decisions as you apply rather than a deadline

rolling admissions schools are schools that review applications as they come in and send decisions right away, rather than having a deadline or multiple deadlines and reviewing all of them after the deadline
it’s generally advantageous to apply sooner because it’s 
less likely they’ll have filled up with all the students-as-good-or-worse-than-you that they want (or if you’re relying on some personal quirk to boost your applications, less likely that they’ll already have one of those, but rolling schools are disproportionately large public universities where that’s less relevant)
