There was an alternative that didn’t damage the ozone layer and wasn’t much more expensive. It was kind of a slam dunk because it didn’t threaten capital interests. Most changes needed to meaningfully combat climate change do threaten the interests of capital, and therefore there’s been propaganda for 50 years about it.
