I am always under the assumption that the amount of uninformed majority is approximately the number of informed minority times three plus one. (Give or take 3~5, taking third parties to account.)
Hence why I don’t believe there would be more than 20 non-Town players.
I don’t expect the symmetry because the OP confirms the existence of Town and Mafia, but not Illuminati. If the latter exists and have symmetrical numbers to Mafia, then it would be around 8 Mafia and 8 Illuminati, and this number would virtually let both informed minorities confirm that this game is a multiball. (Which I don’t believe would happen, considering the lack of mention of Illuminati in the OP.)
While it is technically possible for Illuminati to have similar numbers as the amount of Mafia, I simply don’t believe that would likely to be the case.
Then again, discussing about the possibility of Illuminati’s existence is really not much of a priority compared to good ol’ scumhunting, because it would be the equivalent of trying to find a neutral in a regular closed non-mash setup. (Which is naturally a time- and effort-consuming task that might not even bear good results.)

we’re making a consensus shot list and sticking to it, unless you ask and make a good argument for shooting off the list
