There could be multiple reasons, really.
Perhaps Mafia only has 1-Shot Modposter.
Perhaps it was Alice using some Modposter from the dead (Kyubey), meaning that it can’t be used again.
Like, it really isn’t that difficult to hypothesize the reason why.
