Yeah 1 of 9 could work too I guess but the thing about that is there is likely more then 6 mafia lol.

Do the math.

In a 20 player game there is roughly 5 mafia.
In a 40 we can probably double that to 10 so we probably have 10 Mafia as our bare minimum amount.
