Did you read the OP a little bit more clearly? 
You know what, at least then Mafia couldn’t control their kill for the first night. So that would still be helpful.
Can the game run with fewer than fifteen players, or is that specific number necessary?
The specific number is not neccessary though if I am running it lower than 14 players then it will impact the scum number (which it wouldn’t be problematic)
