I think it depends
Like if you submit the Joan Jett cover of I Love Rock N Roll then no that’s obviously not new lol
And if your cover is like mostly the same, or something formulaic like an acapella cover, then I also would be like “nah”
But consider something like the Disturbed cover of The Sound of Silence - I might be able to consider that essentially new since it’s so different from the original song (had I truly never heard it before)
ie do at your own risk but the more different it is the more likely it is people are willing to give you the benefit of not hitting you with an immediate zero
At the end of the day if you’d rather submit the song knowing you might lose the round but at least we’ll all have heard it and hopefully liked it then that’s valid imo
