Tutuu’s plan is herding into different categories

The untouchable who are socially townreads, this group will be responsible to work together to protect somebody from attack, so that everyone in this game understand they won’t be checked by Neopolitan checker any time soon

Which leaves to the remaining group to be checked by the neopolitian and also acts as PoE list.

It’s a meta for a game like this.
