Ishmael did, in fact, target Chomps on Night One. It was entirely possible that Chomps would have died then and there. It was unlikely, though, as the design of Ishmael’s role made it very difficult to get a kill without pulling one over on your target ahead of time.

As an explanation for why beancat’s modkill resulted in mafia compensation:
The village was on evens. Had beancat been modkilled without compensation, it would have essentially counted as a free execution and granted a strict advantage to the village. To avoid this with daytime modkills, one can count the modkill as the day’s execution, but this modkill happened at night. Counting it as an execution proper would have slowed down the game immensely. By giving the mafia an extra kill, the mechanical effect of a daytime modkill execution was simulated without excessive stalling.
The modkill did harm the village somewhat, as in theory beancat was not guaranteed to have been executed if she was present. However, given the circumstances, it was a choice between causing undue harm to the wolves or undue harm to the village for a villager’s mistake. I’d much rather the latter.
