VOTE: Who should have access to the printing press?
A: Allow printing presses to be used by everyone. (-Authority, maybe some others)
B: Only the Church may use printing presses. (60% chance of working, based on Faith)
C: License the rights to the presses to those who can afford it. (+Treasury, maybe some others)
D: Forbid it all together. (25% chance of working, based on Authority)
