(Because the counts refuse to vote there so they have to vote for an option a region would support.)

You provide an option that drains the treasury and still can fail, harming all of us. It is a bad option. You are ultimately looking out for yourself alone

Draining money with no guarantee of success is not a compromise, it is a lose-lose designed only to weaken us both.

I would vote E. I dislike litten’s self-serving idea of compromise but it is the 2nd most appealing option
