I had a mock test a while ago and failed for going too fast AND too slow. Too slow to overtake, too fast in a 20 zone. Whoops.

Assuming that it’s Black to move, yes.
The last move Black made was d1=Q.
if it is white to move i believe its ~M-4 with rook to A6 pawn takes rook and white pushing pawn to promotion as queen
