What’s more, framing roles prioritize factions in the game. And if both are present, randomly select one of them.
To get 2 different results, both factions have to be present in a game, regardless of other roles interruption.

That may be true, I also think that he’s either baiting or is telling the truth about this weird results of his meaning that foul evidence may be planted on him by evil faction.
