basically, since both the judge (AKA, the Chancellor) and the Spymaster both come from the Queen’s cabinet, they are equally likely to be biased. Though it will be less obvious if the Spymaster is biased, she can simply lie about what she found if you are innocent but bribed by the Counts or Barons. This could also work in your favour if you are guilty, as in you could bribe her, but you wouldn’t admit that so there’s no reason to go down that train of thinking.
The real reason (in-character) to vote A over C is that if you’re guilty and the Spymaster finds evidence and you have to bribe her that’s like a whole ordeal whereas if we go to a trial with minimal evidence… they can’t convict you of a crime with no evidence, can they?
