not at this stage, this stage is just “anyone approved by 50% or more of the voters goes on to the next round” so voting everyone slightly helps everyone go on to the next round

  2. Approval voting, anyone with >= 50% approval goes on
  3. Condorcet voting, Condorcet winner is the rep, Condorcet winner if you take out the main winner from all the lists is the backup
