look i watched like 2 youtube vods and been in 2 botfs and also our previous plagues & flowers all had at least 2 evils sit next to each other. i think it is for unnannounced whispers is my theory
maybe it is not a 100% thing but so far it was the case

in most youtube vods its provably random because the storyteller can be visibly seen if they tamper it at all
