I believe one of the reasons is that Lucyfer tried to attack Nokiel without success.

Although if you know Lucyferā€™s claim then you know itā€™s not like a normal vigi but like checks for guns and then attack. Itā€™s a combo of two roles in one ability.

Possible scenarios I can think of:

Nokiel has no killing move that will cause Lucyfer to attack, hence result comes back as negative.

Nokiel does have killing move, but something stopped Lucyfer from causing Nokielā€™s pokemon to faint.
