i said you could choose multiple options in case you were fine with both

and also to stop the problem that arises when for example 40% of players vote no timeout, 30% of players vote timeout every phase and 30% of players vote timeout every cycle, because 60% of players would prefer a timeout phase but because their votes were split no timeout would have the most votes
