I don’t think this setup is unbalanced. Mafia have more numbers and should have an easier time pushing a villager out to hell day one. The problem comes when mafia doesn’t treat this as a white flag setup and they let one of their own die in hell phase one. My major gripe with this setup was the fact that it felt like mafia lost the minute Tutuu was sent to heaven in phase one. Mafia were never going to be both sent to heaven and even if they survived hell phases, they were going to be crushed during the judgment phase if it got that far because a correct villager was sent to heaven.

Funny enough, I think purgatory should start with heaven phase first.
I went with whatever was on the original setup
Maybe I can ask Arctic about it since they hosted one (I believe)

I think hell phase first is right but Heaven phase first as a balance tweak imo wouldn’t be bad

Furthermore, the original setup didn’t include the exclusion of non-eliminations and self-votes
So it went over my head to include those as part of the OP
(even though those are the common rules that everyone agrees on)
