It takes extra long time to actually working, it is not worth waiting for a better use
(The people I chose N1 will only hear about it on N3.)
Also it’s less likely heretics will randomly kill my targets, with more people alive.
Speaking of which, this can also work in advantage in sacrificing the heretic without them able to use their ritual ability

We have better choices. People far more likely to be town. That’s the thing here.
It also stops his ritual abilities being sealed if he’s a wolf too.
