If they are all town, then there are two possibilities:

  1. This game started with a ridiculously few amount of mafia, i.e. 2~3 mafia, and this is ability made to balance the numbers. (This is unlikely because this is a bad setup design though; it just wastes signups.)
  2. This is just an event, and they will eventually come back.
  3. Some vigilante fucked us over.
