unless you’re talking about veto power I don’t think that’s how it works
If the game goes as planned, then we’ll have 5 blues on the board before worrying about Veto Zone.
We have 1 blue, yet we need 4 more blues on the board.
the order is:
vc nominates the chancellor
we vote yes/no on whether we want that government
if yes, then vc gets 3 cards; discards 1 and passes 2 to the chancellor
then chancellor picks one and discards the other
if no then we get a new vc and start again from voting
