I do have you/Wazza as teamed as one possible world in mind. Yet that may change or not depending on the next two governments, to try detecting possible ditching of blues.

I think that if the card count is 5-6 blues, then the chance that Amelia/Wazza are Jedi/Jedi and had the luck to draw 3 red/ 2 red is plausible.
If the card count is <5 blues, then depending on which governments pass reds then someone in Amelia/Wazza and whoever is in next two governments has to have ditched a blue.
Have you decided who you’ll investigate? I’d lean Wazza if you two aren’t in conflict over cards.

Can Amelia be a Jedi who had the bad luck to have 2 Sith policies? Yes it’s possible, yet if there are < 5 Jedi policies by card count then Wazza/Amelia + next two governments would have to contain at least one Sith ditching Jedi policies.
