It should be clearing for him either way if I gave him one sith and one jedi card, and he chose to discard the sith card, regardless of what I discarded in the first place, except in the case where I actually gave him two jedi cards and both of us lied about what we saw.

If any VC lies about their discard, it doesnāt effect their Chancellor, but the rest of the Government, which plays from the rest of the deck.
If no VC lied about their discard, the next VC most likely would see at least one blue card in their hand.
