With how this game work, it will try its best to prevent momentum in term of passing policies, so if jedi policies keep getting passed, eventually sith policies will pass and vice versa.

I think you should probably choose either Cape90 or ATNoName. Cape90 passed J when given choice of SJ. ATNoName was checked as J.
