There is no reason for them to be written differently.
One has the cooldown as part of the ability, while the other one has it as part of the usage.
My interpretation is correct as written, unless it’s intended to be misleading.

the reason its worded differently is probably because Arbiter has gone through multiple wording changes in the past, while Visionary really never got that.
Visionary is already probably the most poorly worded class card so it really does need some TLC
