Expanding on Silviu. They did vote on Italy at EoD4, though it would make sense for a wolf in their slot to bus their doomed buddy.
If you really want to be inclusive on who can be a wolf, you can include Cape90 if you want to tinfoil worlds where they are the Godfather registering town to a desperado shot. Though if the hosts were mean enough to do that, then town chance winning this game isn’t too high. At this point, Cape90 should be treated as lock town and if they’re not because of shenanigans then forget this game ever happened.
