the steal happens during main phase 1 so lair of evil doesn’t delay it. i forgot to explicitly write it next to the steal ability but

2/3 of energy – You may gain a 1-shot copy a Major Power of the player you bet on. You must use it as soon as possible and use any of your invested energy to pay for it, but no more (so no more than 2/3). If Passive, you gain it until end of Round (submit during Main Phase 1)
¾ of energy – Same effect as above, except all Major Powers instead of only one (submit during Main Phase 1)

the power copying abilities are during main phase 1

If you copy/steal Alliance you copy the ability to make an offer, not the existing alliance
If you steal Alliance you don’t void the existing Alliance

and i hope from these it was clear or at least somewhat clear that i intended to convey that the steal is submitted during main phase 1 just like the 2/3 and 3/4 bets
