I wasn’t roleblocked and I killed him and thus because of that I am now not as confirmed as I could be via shooting a scum.

Here’s what should’ve happened, in that world: CRichard targets whomever, and Jarek withholds his shot. We execute CRichard, see he can stop actions, and logically assume he stopped Jarek that night.
