Literally half the intensifiers in English, if not more, come from a way to say “truly”. “Very” (verily), “actually”, “really”, “genuinely”, the list goes on. People aren’t confusing the meanings of “literal” and “figurative”, they’re using “literally” as hyperbole, as one might say “I was actually dying at that joke”. The hyperbolic meaning is just growing more common than the, well, literal one.
“I was literally dying at that joke” doesn’t mean “I was dying at that joke [not actually though, this is figurative]”, it means “I was TRULY AND REALLY dying at that joke”; it’s just that the latter statement is exaggerated for the purposes of hyperbole. Unless I say it, then I mean I’m literally dying. Please call an ambulance
