It means Ties depend on hoat
It usually means random.
But it can be
-first to get that number is executed.
-neither dies (in very extrem situation)
-or both/all tied players are executed
They shld probably tell us which in advance tho or do they not normally?

I think it can evaluated case by case basis.
So the rule isn’t fixed to only one possibility.
Usually it doesn’t matter this early the game, but my advice to be prepared to anything.
