This argument doesn’t quite work because having the entire evil team claim Outsider characters limits their abilities to control the narrative, which is especially important in games like this where the good team can inevitably solve the game without interference. Certain Outsider characters like Mutant or Damsel can’t claim, but if they aren’t triggered on-death and there’s no warning of a Godfather or Fang Gu evil player… why not claim? Like if you were the Butler in Trouble Brewing, what’s the harm?
Evil Outsiders usually aren’t particularly helpful to the evil team, either, because their effects are usually similar regardless of alignment. But they’re still an extra vote, and that swings balance heavily. So heavily, in fact, that fables exist to interfere with excessive conversions.
The Vigormortis is [-1 Outsider] because its ability specifically poisons Townsfolk, and to add modification to the script, but it’s still generally the weakest Demon in SnV.

Amelia is also wrong about the Townsfolk [-1 Outsider] being inherently bad, it’s just terrible if you give the ability nothing else, and no way of interacting with the rest of the game, because then it’s practically a VT Outsider.
Alch GF [-1] is fine because it confirms fewer Outsiders, and grants fewer kills to the good team, but balances it out with two extra Townsfolk.

All townsfolk abilities are supposed to beneficial to the town. So if Brakuren is telling the truth, we are either dealing with a Zombuul, a scarlet woman/lil monsta, or some combination where a dead demon is feasible.
How are someone’s abilities disabled if someone is currently sober and healthy?
Kiiruma gained a 1-shot ability from Otter’s election. Unless they’re a Dealmaker, it’s just a Townsfolk ability.

A [-1 Outsider] Townsfolk will almost always create 2 equivalent setups with one having an Outsider and one having the relevant Townsfolk. This is not true for evil outsider modification or townsfolk that add outsiders.
Almost because in a base 0 outsider game and nothing else to mod the count the respective townsfolk is just a potato.
As a result of this fact, giving the respective townsfolk almost any form of actually helpful ability makes it overpowered and obnoxious to balance. And if it’s a potato you have the most boring character in existence, because removing an Outsider is already a boring effect for the good team to have
