Once everyone has voted on any given cult, the Storyteller will declare whether it has been formed or failed; even if someone says no early on, and even if that person is good, the cult will be left unresolved until everyone has had a chance to make their decision.

This might allow evils to hold a cult hostage, but if it’s real and the CL is sober and everyone opts to join and a team has won there would be reason to delay the game further.
