Odd consequence. Did you or Kiiruma receive that exact wording, “acts twice”? Because in that case you could just dismiss Otter as a Demon candidate forever, probably.
If Amelia is executed today, your character may mutate. You require for 1 player to pick betray and for 1 player to not pick betray or else the demon might act twice.

I spoke to Litten and we decided that Litten would do the ally / non-betray thing since the default best thing to pick otherwise is… well… betray
