So I am not sure if Kiiruma know this, but if Kiiruma want to use his ability as well, then that isnāt going to help by voting Vulgard and Vulgard canāt able to use ability themselves to resolve either.
Unless it has to do with the voters on Vulgard, I donāt know. Donāt ask why.
But my point is that both Kiiruma and Vulgard want to resolve and the wagon on Vulgard isnāt going to have both sides able to resolve
