i could like make sense of gen 8 ou. that felt like a thing to me. gen 9 had like a moment where you could kinda make it work when they banned a bunch of the stuff and the cosmic horrors of dlc hadnt been unleashed. that very quickly passed

without tera it’s really just not SV OU
it’s much more deeply rooted to what it means to be part of SV than dynamax was to SS and I would not be interested in playing OU if it restricted it
