My answer has generally been to give mafia priority, then to RNG which one takes priority.
The tricky part is that it has to feel like a natural (or, at bare minimum, sensible) solution to everyone, and that’s something that changes from place to place.
Like, it might fly on QBCord, but it might not work here because the “usual” is different.
