It is totally within his character to do so. A human is cutting swathes of dust, everyone’s evacuating, Starlo would stay behind because of course he would. His gang shouldn’t have run away either, even if they feel unequipped to handle the threat, he is their sheriff. 1v5 bossfight.

why does flowey not take more drastic measures to stop clover from repeating geno, with the slight amount of knowledge he should have about it going south (however little it may be). is he stupid?

Clover wanted to prevent a plot-mandated instant kill move, it was actually required.
