i’m kinda against submitting more than 5 votes on a person and I have only done more than 5 on rare occasions where like. there were only like four people submitting in a round or something
i’m the kind of person that’s kinda bothered by vote dumping but surely a system of like 5 3 3 2 2 2 1 1 1 or something like that works
sometimes only one person submits a good song

I think capping at a bit over 1/3rd of your votes works well
if one thing blows everything else out of the water you can celebrate that, without being so much that it auto-wins even if only you really like it

because 2010s hip hop/rap are almost universally awful, most likely
no real surprise some actual good things slid by while I wasn’t looking
